CIVIL LEGAL COUNSEL GRANTS | DC Bar Foundation Formal name: Civil Legal Counsel Projects Program (CLCPP) Legislation passed in late June 2017 Source of funding: public funding through a grant from the District Grant year: January 1 to December 31 The Civil Legal Counsel Projects Program (CLCPP) was established by the Council of the District of Columbia through the Expanding Access to Justice Amendment Act of 2017.
The legislation designates the DC Bar Foundation to administer this grant program. Grants are awarded exclusively to DC legal aid organizations that are providing legal representation to DC tenants living on limited means who face eviction-related proceedings in landlord-tenant court in Washington, DC. The first round of CLCPP grants were awarded on January 1, 2018.
Since then, the Foundation has awarded more than $58. 4 million via CLCPP grants to provide critical legal assistance to DC's underserved residents. Please click here to read the annual CLCPP evaluation report.
The Foundation hosted a grants information session mid-July that provided an overview of the grant programs, funding for the FY27 grant cycle, the grants timeline, and the application process. The PowerPoint from that session can be found here . Organizations that receive funding through the publicly funded CLCPP are required to provide financial reports and ongoing data reports to inform the evaluation of the program.
FY27 applicants can begin submitting grant applications on August 3, 2026. FY27 applications are due 5:00 pm on August 31, Links to sample application materials for FY27 are provided below.
