FMCSA Discretionary Grants Toolkit Grants Management Training National CDL Program Training Funded through the CDLPI Grant Program 7 Additional Organizations Eligibility: Agencies responsible for implementing all or part or that have an effect on improving the National CDL Program The CDLPI discretionary grant seeks to improve highway safety by supporting Commercial Driver's License (CDL) Programs on a State and National level.
State Driver Licensing Agencies (SDLAs) apply for grant projects to increase or maintain their jurisdiction’s compliance with the CDL regulations in 49 CFR parts 323 and 334, thereby improving FMCSA’s National CDL Program.
Other types of entities may also apply for grant projects that will have a nationwide impact on improving the National CDL Program, such as training to eliminate the masking of driving violations, or solutions to increase the timeliness of conviction processing between courts and SDLAs.

The CDLPI grant supports the National Commercial Driver’s License (CDL) Program by providing funding to assist States with achieving compliance with regulations 49 CFR Parts 383 and 384 .
This is accomplished by awarding grant funding both directly to agencies charged with managing State CDL programs as well as to organizations that operate at a National level to further compliance efforts, including a number of partners featured in the "Related Resources" menus on this page. The goal of the National CDL Program supports FMCSA's mission by ensuring that only qualified drivers are eligible to receive and retain a CDL.
The program focuses on maintaining the concept that each driver has only one driving record and only one licensing document, commonly referred to as "One Driver. One License. One Record."
Further, States are required to conduct knowledge and skills testing before issuing a commercial learner’s permit (CLP) or CDL, maintain a complete and accurate driver history record for anyone who obtains a CLP and/or CDL, and to impose driver disqualifications as appropriate. It is recommended that all potential applicants provide projects that are related to the priorities outlined in the NOFO.
CDLPI applications may include requests to support projects that will assist States in achieving or maintaining compliance with FMCSA rulemaking, such as including Entry-Level Driver Training (ELDT), Drug and Alcohol Clearinghouse (DACH), National Registry 2, etc. Eligible applicants for the CDLPI grant include agencies in each State responsible for development, implementation, and maintenance of all or part of the CDL program or that have a direct impact on a State’s compliance with the provisions of 49 CFR Parts 383 and 384 .
These primarily refer to State Driver Licensing Agencies (SDLA). Other State agencies should coordinate, if practical, with the lead CDL agency prior to submitting an application. Version effective December 15, 2025: FMCSA Financial Assistance Agreement Standard Terms and Conditions CDLPI grant recipients are required to monitor activities throughout the grant’s period of performance (POP) to ensure they are meeting their goals and fulfilling their safety mission.
Managing the grant should include performance measurement monitoring – with specific benchmarks and timelines – as laid out in the grant application. Grant recipients must submit quarterly reports throughout the POP and are responsible for monitoring subgrantees. The CMVOST grant program provides financial assistance to expand the number of CDL holders with operator safety training and to assist current or former members of the U. S. Armed Forces transition to the CMV operation industry.
The Department of Defense FY2026 Defense University Research Instrumentation Program (DURIP) provides funding for U.S. universities to acquire research equipment and instrumentation in areas important to national defense, including AI and machine learning hardware. The program is administered jointly by the Army Research Office (ARO), Office of Naval Research (ONR), and Air Force Office of Scientific Research (AFOSR), with approximately $34 million available and 95 awards anticipated. DURIP funds the acquisition of specialized computing hardware for AI/ML research (GPU clusters, TPUs, neuromorphic processors), robotics and autonomous systems testbeds, sensor arrays and data collection systems for machine learning training, high-performance computing infrastructure for defense-relevant AI research, and laboratory equipment for human-AI interaction studies. The program specifically supports equipment that enhances research-related education in DoD-priority disciplines. While general-purpose computing is not eligible, computing equipment directly supporting DoD-relevant AI research programs qualifies. No cost sharing is required.
Vinnova, Sweden's national innovation agency, funds projects developing applied AI solutions for Swedish industry through its Advanced Digitalization Programme. Each project can apply for between 2 and 10 million SEK (approximately $190,000 to $950,000 USD) covering up to 50% of eligible project costs. The total call budget is 60 million SEK. Projects run for 12-24 months and focus on two key areas: Intelligent Edge (AI for real-time application in the sensor chain) and AI-based decision support. All projects must address industrial needs and integrate gender equality and climate change perspectives. Scientific publications must be open access. A parallel call also funds AI and cybersecurity projects at 1-10 million SEK per project with a 50 million SEK total budget.
