Click here for Application Packet: 2025 CDBG APPLICATION Michigan State Housing Development Authority has awarded the City of Lapeer $200,000 through the Community Development Block Grant (CDBG) Program.
This grant program is designed to encourage residential housing repairs and upgrades for health and safety and increased energy-efficiency. Eligible grant applicants could be awarded up to $40,000 towards home rehabilitation improvements to their properties.
Projects expending $10,000 or less do not require a lien on the property, however projects over $10,001 will require a 5-year, 0% interest, zero payment mortgage lien to be recorded. Once the 5-year term has been met, the lien is discharged and forgiven. If the home is sold or transferred during the mortgage term, then the funds will be due back to MSHDA.
Eligibility Requirements: Home MUST be located within the City of Lapeer (see boundary map below). Homes outside this boundary are not eligible. Applicant must occupy the property as their primary residence.
Applicant households must meet the CDBG Income Eligibility Requirements (see chart below). Applicant must provide verification of occupancy of the home for a minimum of 12 months from the date of application submission. All proprieties must be current on taxes or be current on a repayment plan.
All properties must be insured. Eligible Rehab Activities are as follows (not a complete list): Air Conditioning (whole home) If project costs exceed grant fund limit, other funding options may be available if household qualifies. Homeowner may be required to have a lead-based paint or asbestos test completed.
