NOT-RM-23-018: Notice of Intent to Publish a Funding Opportunity Announcement for Community Partnerships to Advance Science for Society (ComPASS): Health Equity Research Hubs (UC2 Clinical Trial Optional) Notice of Intent to Publish a Funding Opportunity Announcement for Community Partnerships to Advance Science for Society (ComPASS): Health Equity Research Hubs (UC2 Clinical Trial Optional) Estimated Publication Date of Notice of Funding Opportunity : First Estimated Application Due Date: Earliest Estimated Award Date: Earliest Estimated Start Date: Office of Strategic Coordination ( Common Fund ) The NIH Office of the Director, Office of Strategic Coordination intends to solicit applications for the Community Partnerships to Advance Science for Society (ComPASS) Health Equity Research Hubs (Hubs).
The Hubs will serve as a centralized research resource, providing tailored scientific, technical, and collaborative support for sustainable community engagement, research capacity building, and training to support ComPASS community-led health equity structural intervention (CHESI) projects in collaboration with the ComPASS Coordination Center (CCC).
The Hubs are one of three complementary initiatives under the ComPASS Program, which also include Community-led, Health Equity Structural Intervention projects that intervene on structural factors that create and perpetuate health inequities and the Coordination Center that provides administration, coordination, data, and research capacity-building and training support to the CHESI projects. Up to five Hubs are planned for funding.
This Notice is intended to allow applicants additional time to begin making arrangements to develop responsive applications. The Notice of Funding Opportunity (NOFO) will utilize the UC2 activity code. Details of the planned NOFO are provided below.
Research Initiative Details The ComPASS Program is intended to make greater advances in promoting health and preventing disease among disproportionately impacted populations.
ComPASS aims to be catalytic and cross-cutting in its integration of multisectoral partnerships, comprised of community organizations; local, state, Tribal, and federal governments; academic institutions and research organizations; and the private sector to address structural inequities that enable health disparities to persist.
The program is transformative in its focus on structural health equity interventions given the evidenced impact of structural inequities on health outcomes.
ComPASS Program Goals and Objectives The ComPASS Program has two overall goals: 1) to catalyze, develop, and rigorously assess community-led, health equity structural interventions that leverage multisectoral partnerships to advance health equity; and 2) to develop a new health equity research model for community-led, multisectoral structural intervention research across NIH and other federal agencies.
The Hubs will complement the research efforts of assigned CHESI projects and extend the work of the CCC. As a centralized research resource, Hubs will support approximately four (4) to six (6) awarded CHESI projects and connect them with a wide range of scientific and technical resources within and outside of the ComPASS Program.
Assignments of CHESI projects to Hubs will be made based on themes related to Social Determinants of Health (SDOH) and structural factors.
The Hubs will be responsible for 1) enhancing the scientific rigor of their assigned CHESI projects; 2) supporting effective partner engagement by establishing core multidisciplinary expertise as an integral component of the Hub; and 3) collaborating with the CCC to provide localized and tailored support based on the needs of their assigned CHESI projects.
Each Hub will comprise four units: 1) Administrative and Coordinating Unit; 2) Research Methods and Data Management Unit; 3) Research Capacity Building and Training Unit; and 4); Community Engagement and Health Equity Practice Unit.
