Creative Entrepreneur Accelerator Program - Greater Philadelphia Cultural Alliance The CEA grant program provides creative entrepreneurs with small business consulting and critical financial resources, helping them grow business and revenue. What is the cea grant program? Creative entrepreneurs drive innovation, economic opportunity, and community identity through creative products and services.
This program provides $2,000 in support to Pennsylvania entrepreneurs who currently operate or plan to launch a business that aligns with our eligibility criteria. GPCA administers the grant on behalf of PA Creative Industries (opens in new tab) through the Partners in the Arts (PPA) Program. The 2026 application window has officially closed.

See *Note on Re-application Be at least 18 years of age and a current resident of Pennsylvania for at least one year. Demonstrate gross revenue of less than $200,000. Currently operate or intend to form a business in Philadelphia, Bucks, Chester, Delaware, and Montgomery counties, PA.
Within one or more of the following creative industries: Marketing – Advertising and marketing agencies & professionals Architecture – Architecture firms & architects Visual Arts & Crafts – Galleries, artists, artisans & makers, tattoo artists Design – Product, interior, graphic, and fashion design firms and designers Film & Media – Film, video, animation, TV & Radio businesses Digital Games – Companies, programmers & individuals producing games Music & Entertainment –Producers, venues, musicians & performers Publishing – Print or electronic businesses & content creators, editors & writers Possess all current and valid licenses, permits, leases, certifications, and registrations required to engage in the creative endeavor (e.g. tattoo, street performance) in the geographical location served by the entrepreneurship.
A final report and evidence of eligible use of the CEA grant funding is required at the end of the contract term. Please Consult with your PPA Partner on the process for final reporting or review the following steps for more information. Note on Re-application: Previous grant recipients need to successfully complete all grant requirements and final reports in order to be eligible for the grant.
Applying and receiving funds after the 3-year mark is contingent upon availability of funds after applicants that have never or haven’t yet had an opportunity to receive funding. Applicants reapplying after 3 years also require a follow-up visit with a Referral Partner to review business plan and progress. referral meeting window: March 3, 2026 – May 15, 2026 Following eligibility confirmation, applicants will receive contact information to schedule a consultation and business plan review with a local small business development organization, known as a Referral Partner.
They will provide business consultation services provided at no cost to prospective applicants including startup logistics, business plan development, and growth strategies. We encourage applicants to connect with Referral Partners ASAP to ensure appointments are available prior to the application window opening March 2, 2026.

STEP 4: NOTIFICATION & AWARD Successful applicant Notification: July 2026 Grantees are required to: Submit your W-9 to GPCA via secured link Complete your first IMS/BGL Survey: This program includes the use of a data and information resource called the Impact Management System (IMS)/ Business Growth Ladder (BGL). This tool gives the creative entrepreneur insights into their business growth.
Grantees will receive a link from Bridgeway Capital where the entrepreneur will self-report their information. notice: Completion of grant paperwork is required to receive your award. Respond to GPCA’s email to create an account or connect an existing Bill.
com (opens in new tab) account, to receive payment electronically. Once all items have been completed, the grant funds will be processed. Payment processing can take up to 30 days.
STEP 5: UTILIZE YOUR GRANT Fund UTILIZATION period: August 1, 2026 – December 31, 2026 Must support business formation and development. Should act as an activator to your business growth and sustainability. Professional fees for workshops, consultants, and career coaching.
Participation in events, trade shows, festivals, etc. that offer access to audience and revenue generation potential. Business development fees for courses or seminars for business skills. Research and development.
Development or upgrades to technology related to business practices. Studio/rehearsal/retail space rent (outside of regular business operating costs, rent, and utilities) Reasonable fees for supporting/collaborating artists. Purchase of supplies and/or equipment.
Activities outside the funding period. Activities that have a religious purpose. Activities for which academic credit is given.
Offsets to regular business operating costs, including regular salary or wages. Hospitality, food, or beverages. Direct or indirect participation in a political campaign on behalf of or in opposition to any candidate for public office.
Attempts to influence legislation. notice: Grant recipients have until Dec 31st to spend funds and submit their proof of payment to GPCA. final report submissions due Before december 31, 2026 Grantees are required to: Submit all receipts/expenditures and an itemized list showing use of funds any time before December 31.
Grantees will be provided an individualized folder to upload their materials. Complete a second IMS/BGL survey. Grantees will have a year from the first survey completion, completed in Step 4, to submit this.
Administration of this survey will happen through Bridgeway Capital, and not the Cultural Alliance. notice: Grant recipients have until Dec 31st to spend funds and submit all final reporting paperwork to GPCA. Notice: The CEA Grant is funded through a program that activates State Taxpayer Funding.
For the purpose of tax reporting, the funds are not considered a “gift” and should be reported in tax filing. For further questions regarding filing please visit the IRS website at irs. gov or consult with a tax professional.

Jerome Early-Career Project Grants is a grant from Forecast Public Art, funded by the Jerome Foundation, that funds the creation of new public art projects by early-career artists based in Minnesota. Two grants of $8,000 each are awarded annually to support temporary or permanent public artworks anywhere in Minnesota. Projects may be supported by public or nonprofit agencies but private commissions are not eligible, and a secured project site is required at the time of application. The program places special emphasis on supporting BIPOC and Native artists, LGBTQIA+ artists, women artists, immigrant artists, rural artists, and artists with disabilities. The Local Cultural Council Program is a grant from the Massachusetts Cultural Council distributing $1,000 to $10,000 through a statewide network of 329 Local Cultural Councils (LCCs) representing every city and town in the Commonwealth. Each LCC awards funds based on local community cultural needs as assessed by council members. Eligible applicants include artists, nonprofits, schools, and organizations pursuing arts, humanities, and science projects.
