DHA SBIR | Defense Health Agency Medical Innovation Funding Defense Health Agency (DHA) SBIR: Advancing Military Medicine, Operational Readiness, and Force Health Protection The Defense Health Agency (DHA) Small Business Innovation Research (SBIR) program funds biomedical and health-focused technologies that enhance medical readiness, clinical care delivery, force health protection, operational medicine, and military healthcare modernization .
DHA SBIR topics are tightly aligned with real-world needs across trauma care, battlefield triage, far-forward telemedicine, infectious-disease diagnostics, wearable monitoring tools, physiological analytics, prosthetics, rehabilitation platforms, and US-based military hospital modernization .
Because warfighter medical care must be rugged, fast, secure, interoperable, and clinically valid , DHA SBIR proposals must demonstrate both technical innovation and real clinical relevance.
Priority research domains include traumatic injury stabilization, hemorrhage control, wound-care analytics, portable medical devices, physiological monitoring, rapid point-of-care diagnostics, digital health systems, AI-enabled triage, infection surveillance, behavioral health, medical logistics , pharmaceutical stability, biomanufacturing, patient movement optimization, and field-deployable rehabilitation .
DHA strongly favors integrated clinical pathways, interoperable platforms, remote-care augmentation, and medical systems capable of deployment in austere environments , including shipboard, aviation, expeditionary, or humanitarian settings.
Phase I DHA SBIR awards typically range from $150,000 to $225,000 and support early feasibility studies, pilot designs, early assay validation, physiology-based modeling, or preliminary field-care algorithms.
Phase II awards—often between $1,000,000 and $1,600,000—support clinical prototyping, medical device refinement, usability and human-factor testing, FDA pathway planning, modeling for regulatory approval, field demonstrations, and assessments with Service medical units or military treatment facilities .
DHA is unique among DoD SBIR components because medical regulatory strategy can be central to evaluation competitiveness , particularly for technologies entering FDA Class I, II, or III pathways. Eligibility mirrors standard SBIR requirements: U.S.-owned for-profit small businesses under 500 employees , the PI must be primarily employed by the small business , and at least 50% of research effort must be executed by the small business .
Universities, medical schools, teaching hospitals, clinical research organizations, and federally funded laboratories may collaborate as subcontractors for assay development, tissue modeling, BSL laboratory work, UX evaluation, or clinical study development .
Projects involving human subjects, diagnostic handling, pharmaceuticals, implanted devices, biospecimens, animal studies, or clinical simulation must meet strict DoD IRB, HIPAA, biosafety, and FDA regulatory requirements , including appropriate ethics approvals and controlled documentation.
