Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) Oregon Emergency Management (OEM) applies to FEMA for EMPG Program funds on behalf of the State of Oregon and its local and tribal emergency management agencies, as the eligible entity.
Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property from hazards in the United States. The Act puts responsibility for emergency preparedness jointly in the federal government, and the states and their political subdivisions.
Through the EMPG Program, the federal government provides direction, coordination, guidance and necessary assistance to Oregon, as authorized by the Act, so that a comprehensive emergency preparedness system exists for all hazards.
