Federally recognized Tribes, Tribal organizations, and intertribal consortia should apply under the separateHazardous Materials Emergency Preparedness (HMEP) Tribal Grantprogram.
Eligible uses include (but are not limited to) the following: * Emergency response plans (new or updates to existing) * Hazmat response training * Hazmat training conferences * Hazard mitigation plans * Salaries/fringe benefits for HMEP program administrators * Supplies to conduct training and planning activities * Contract support costs related to HMEP planning and training activities * Personnel overtime, backfill, and stipends, if the costs follow the HMEP Guidance on Backfill, Overtime, and Stipends PHMSA anticipates that a total of $32,000,000 will be available for the FY 2025 HMEP Grant Program, with $2,000,000 of this amount being reserved for federally recognized Tribal applicants.
The federal cost-share is 80 percent; grant recipients must supply the remaining 20 percent using non-federal funds.
