Applications are due FY 2025 Transit Call For Projects The FY 2025 Call for Projects for transit funding is now open for the following Federal Transit Administration’s (FTA’s) programs: Section 5303 Metropolitan Planning Program Section 5304 Statewide Planning Program Section 5307 Formula Grants for Small Urban Transit Program Section 5311 Formula Grants for Rural Areas Program Section 5311(f) Formula Grants for Intercity Bus Program Section 5339 Formula Grants for Program Bus and Bus Facilities Infrastructure Investments Program Eligible recipients include states and federally recognized Indian Tribes, state or local government authorities, nonprofit organizations, and operators of public transportation services.
Eligible activities include planning, operating, and capital assistance, job access and reverse commute projects, mobility management activities, and the acquisition of public transportation services. Applications will be submitted to the Blackcat Transit Management System. Blackcat login invitations were sent to transit agencies that contract directly with GDOT as subrecipients.

Thanks to rural transit providers, Georgians have access to transit in 130 of the state’s 159 counties, with additional counties adding service regularly. Georgia DOT also operates the largest rural transit (5311) subrecipient program in the nation. Our goal is to ensure all Georgians have access to healthcare, education, shopping, and more by ultimately having a transit option in all 159 of Georgia’s counties.

It must be noted that although the FTA funding regulations are sometimes similar to The Federal Highway Administration (FHWA), it is the FTA specific rules that govern Transit programs.
FTA evaluates grantee adherence to grant administration requirements through a comprehensive oversight program and conducts periodic oversight review and/or site visits. The Georgia DOT Transit Program, is committed to following the established Federal Transit Administration (FTA) Title VI guidelines and regulations detailed in FTA Circular 4702.
1B, to ensure no person shall be excluded from participation in, or is denied the benefits of, or is subjected to discrimination under any program or activity receiving federal financial assistance from the Department of Transportation on the grounds of race, color, age, sex, disability or national origin.
GDOT’s commitment and oversight extends to providing ongoing technical assistance, training and communications to all sub recipients of federal funds. All sub recipients must be in compliance with the Title VI Program requirements.
Notification of Rights Under Title VI Georgia DOT Transit is committed to ensuring that no person is excluded from participation in or denied the benefits of its services on the basis of race, color or national origin, as provided by Title VI of the Civil Rights Act of 1964, as amended.
Any person who believes that he or she has been subjected to discrimination under Title VI on the basis of race, color or national origin may file a Title VI complaint. Any such complaint must be in writing and submitted to Georgia DOT within one hundred eighty (180) days following the date of the alleged discrimination.
