FMCSA Announces Grant Awards for FY 2025 FMCSA Publishes Discretionary Grants Toolkit Download this new guide from FMCSA for checklists covering required steps for applying for and managing an FMCSA discretionary grant, as well as helpful tips for crafting comprehensive, competitive application.

Eligible HP-CMV applicants include any State agency (including District of Columbia and the U.S. territories), local government, institution of higher education, non-profit organization (with a 501(c)(3) status with the Internal Revenue Service (IRS)), and Federally recognized Native American tribal governments.

The CMV safety-related activities funded under these HP programs can include increasing public awareness and education on CMV safety, targeting unsafe driving in high-risk crash corridors, demonstrating new technologies to improve CMV safety, safety data improvement, and other projects that help meet FMCSA’s mission of improving CMV safety nationwide.

Eligible HP-ETS applicants are limited to non-profit organizations (with a 501(c)(3) status with the IRS) that have: 1) expertise in conducting a training program for non-federal employees; and 2) the ability to reach and involve in a training program a target population of commercial motor vehicle safety enforcement and compliance employees.

Version effective December 15, 2025: FMCSA Financial Assistance Agreement Standard Terms and Conditions HP grant recipients are required to monitor activities throughout the grant’s period of performance (POP) to ensure they are meeting their goals and fulfilling their safety mission.

FMCSA monitors activities throughout the POP based on the data reported to FMCSA’s Motor Carrier Management Information System (MCMIS) and State-submitted quarterly reports. FMCSA provides a number of tools to help grant managers monitor performance throughout the grant lifecycle. States can review reports in the Activity Dashboard to assist in preparing quarterly reports.
