Learn more about the programs that the Housing Opportunity Fund offers. These programs are open at various times throughout the year and/or until the yearly HOF allocation has been expended.

The Legal Assistance Program provides a variety of free housing legal services to eligible tenants and homeowners who live in the City of Pittsburgh, including mediation, limited legal representation, full legal representation, tangled title services, and foreclosure prevention services.

Down Payment and Closing Cost Assistance Program The Down Payment and Closing Cost Assistance Program provides financial assistance to eligible first-time homebuyers in the City of Pittsburgh who are interested in purchasing an existing or newly constructed home. The Demonstration Program provides financial assistance to "innovative housing pilot concepts or programs" and "urgent/emergency housing needs."

Homeowner Assistance Program The Homeowner Assistance Program provides up to $35,000 in financial assistance to eligible homeowners for rehabilitating and improving their homes within the City of Pittsburgh. Funds must be used to address any major City code violations prior to any general repairs.

The Rental Gap Program provides loans to nonprofit developers or developers with nonprofit partners for the creation and/or preservation of affordable units. The program is designed to increase the supply of affordable rental units.

For-Sale Development Program The For-Sale Development Program provides low-interest rate construction financing and/or grants to nonprofit developers or developers with nonprofit partners for the purpose of increasing the supply of affordable housing for homeownership.

The Small Landlord Fund provides funding to landlords with ten or fewer units for the preservation of existing affordable rental housing and/or the conversion of market/vacant housing to affordable housing in the City of Pittsburgh.

The program is designed to increase the supply of decent affordable housing and to eliminate health, safety, and property maintenance deficiencies as well as to ensure compliance with applicable codes and standards. Housing Stabilization Program The Housing Stabilization Program provides one-time or short-term financial assistance to households who are facing a temporary, non-recurring housing crisis.

City of Pittsburgh renters and homeowners may both receive up to $6,000 in housing assistance. (This program is not currently accepting new applications. Please check back for updates.)
