The NIH SBIR and STTR omnibus solicitations are the largest single source of non-dilutive funding for AI and machine learning companies working in health, and the FY2026-2027 cycle refreshed them as PA-27-100 (Parent SBIR, R43/R44), PA-27-102 (Parent STTR, R41/R42), PAR-27-098 (Commercialization Readiness Pilot) and PA-27-101 (SBIR Phase IIB Strategic Breakthrough Award). Unlike a targeted RFA, the omnibus is investigator-initiated across essentially the whole NIH mission, which means an AI company can propose clinical decision support, medical imaging models, drug discovery platforms, digital diagnostics, biosignal analysis or health data infrastructure and route it to whichever institute owns the disease area. Phase I is capped at 323,090 dollars and Phase II at 2,153,927 dollars, with standard receipt dates of 5 September, 5 January and 5 April. Several FY2026 changes materially affect planning and are easy to miss. HHS now limits each small business, including affiliates, to nine SBIR/STTR submissions per fiscal year across all opportunities. Small business applications no longer qualify for the late-submission extension that other NIH applicants receive, so the deadline is absolute. And all senior and key personnel must have ORCID iDs linked to their eRA Commons profiles before submission, a registration step that takes days and blocks submission if left to the last week.
