### **Department Objectives** * Develop and implement a regional solid waste management plan to minimize landfill waste. * Manage annual grant program: update application materials, provide applicant assistance, coordinate scoring process, administer reimbursements to grant recipients, and monitor awards for compliance. * Coordinate and provide technical assistance and educational materials and programs for waste reduction.
## **HIGHLIGHTS / SIGNIFICANT CHANGES** * MMSWMD collected 15. 5 tons of tires in Cole County in November 2023. MMSWMD collected 19.
409 tons of electronic waste and 13. 94 tons of waste tires in Boone County in May 2023. This waste was diverted from the landfill for recycling and proper disposal.
* The MMSWMD awarded over $500,000 in grant funding for regional waste reduction and diversion projects during FY 24. * MMSWMD provided training for over 20 Household Hazardous Waste (HHW) site operators and increased our financial support to regional HHW sites from $12,500 (FY 23) to $62,500 (FY 24) to help keep these locations open as community hosts deal with increased disposal costs.
As a distinct entity operating through an Administrative Services Agreement with the City of Columbia, The Mid-Missouri Solid Waste Management District does not operate under the City of Columbia Climate Action and Adaptation Plan. ## **PERFORMANCE MEASURES** The budgeted funds for MMSWMD in the City of Columbia budget amount to less than 25% of MMSWMD’s total budget.
Additional funds held outside the City of Columbia system are used for implementing our solid waste management plans, hosting collections, providing education, and reimbursing grant awardees. The following performance measures are tied to these funds not managed through the City of Columbia and are based on MMSWMD’s FY 26, which runs July 1, 2025 - June 30, 2026.
* Complete outline and timeline for completion for an updated Solid Waste Management Plan. * Increase public participation in special collections. * Provide educational activities to at least 100 people.
