The New York Innovation Matching Grants Program (Phase I) is a grant from Empire State Development's NYSTAR division that supports New York-based small businesses with federal SBIR or STTR Phase I grants. Awards do not exceed $100,000 and are designed to match or supplement federal SBIR/STTR Phase I funding, helping small businesses develop innovative technologies and build competitive capacity in New York State.
The program is part of Empire State Development's broader mission to promote a vigorous state economy and create jobs. Eligible applicants must be New York State-based small businesses with an active Phase I SBIR or STTR federal award. Applications are submitted through NYSTAR's online portal when submission periods are open.

New York State offers resources designed to enable new and existing businesses to become more competitive through the use of innovative technologies. Empire State Development's Division of Science, Technology and Innovation (NYSTAR) aims to foster technology-driven economic growth in New York State by supporting innovation and commercialization of new technologies.
NYSTAR does this by providing resources, funding, and support to businesses, universities, and research institutions across the state.
