Vacant Rental Improvement Program Vacant Rental Improvement Program The City of Elmira’s Vacant Rental Improvement Program (“VRP”) is a grant program funded by the State of New York and the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (“OCR”), to support repairs and rehabilitation of vacant rental units and other vacant spaces to increase the supply of critically needed apartments for low- and moderate-income renters outside of New York City.
The program aims to help owners of rental properties bring vacant units and spaces in small-scale properties back into productive use to create safe, quality, and affordable long-term rental units. The Application is due back to the Department of Community Development by May 15th, 2026, before 4:30 PM. The Department will review all application competitively.
Applications must be submitted as hard copies between before May 15th, 2026( office closes at 4:30pm ) Please drop off your application: Community Development (Third Floor) In order to be eligible for the program, the following criteria must be met: Property eligibility will focus on vacant properties with outstanding code, safety, and/or public health violations and other vacant properties with significant deterioration.
The focus will be properties that have high barriers to re-enter into the marketplace which are keeping the property from being rehabilitated by the owner. Determined through a site visit conducted by the Project Inspector. Meets “vacancy” status criteria set by Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR).
Any qualifying vacant property can be assisted if it is a mixed-used commercial building with up to five (5) residential units; or a residential property with between one and five (1-5) units or will be converted to such a structure. Properties over (5) five residential units are not eligible.
A property is deemed ineligible for the program if it is planned for demolition by the city/condemned, is under foreclosure or involved in bankruptcy proceedings, or is being sold or purchased under a land installment contract or lease-to-own contract whereby a lien cannot be placed on the property or does not pass the feasibility review by Program Staff. Property cannot have outstanding federal, state or local liens.
Property must be current on mortgage payments and any loans secured on the property. Repairs completed prior to selection and award by the Department are not eligible for reimbursement. The property must be located within the corporate limits of the City of Elmira.
City of Elmira and Chemung County property taxes must be current. Property must be current on utility payments. Property must have comprehensive property insurance (a waive maybe issued when documentation can be provided by insurance company and proof of compliance with vacant registry).
No history of Fair Housing Violations for the Landlord. Not under investigation by the Department of Health, EPA, HUD, state or local law enforcement agencies.
