OB3 Impacts Defense Fund - Mitigating Coverage Loss | Welcome to Blue Cross Blue Shield of Massachusetts OB3 Impacts Defense Fund - Mitigating Coverage Loss Status: Currently Accepting Applications Grant Period: Multi-year; 2026 - 2028 The OB3 Impacts Defense Fund – Mitigating Coverage Loss will support up to 9 grants in the amount of up to $60,000 a year for two years in the following locations: Hampden, Hampshire, Berkshire, Worcester and Bristol Counties and the Cape and Islands.
New federal requirements resulting from the July 2025 passage of the “One Big Beautiful Bill Act” (known as “OB3”) make fundamental changes to Medicaid eligibility – meaning 141,000 to 203,000 MassHealth members could lose coverage 1 . Under these changes, certain adult Medicaid members must comply with new and complex work reporting requirements and will be required to prove their eligibility every six months rather than annually.
Implementation of these policies represent some of the most significant changes to MassHealth in a decade. Given the impact these provisions will have on health care coverage, access and equity, the OB3 Impacts Defense Fund was created to mitigate coverage losses with a focus on MassHealth as part of the Foundation’s Coverage and Care focus area.
The goal for the OB3 Impacts Defense Fund – Mitigating Coverage Loss grant program is to ensure eligible individuals impacted by Medicaid work requirements and more frequent renewals can keep their health coverage. Grant partners will also conduct community outreach and education and assist with connecting individuals to wrap around services as needed. Please review the Request for Proposals for more details.
