Specialty Crop Block Grant Program # Specialty Crop Block Grant Program The North Dakota Department of Agriculture (NDDA) administers the USDA Specialty Crop Block Grant Program (SCBGP). NDDA conducts an annual competitive solicitation process to award SCBGP funds to projects that enhance the competitiveness of North Dakota specialty crops.
