Bivins Foundation Community Grants - Texas Rural Funders Bivins Foundation Community Grants The Mary E. Bivins Foundation To be eligible for funding, the applicant organization must be a 501(c)(3) nonprofit organization that is classified as a public charity or a political subdivision. Must use the grant funds within and for the benefit of the residents and communities of the 26 counties of the Texas Panhandle.
