Bureau of Democracy, Human Rights, and Labor # Bureau of Democracy, Human Rights, and Labor The Bureau of Democracy, Human Rights, and Labor (DRL) champions American values, including the rule of law and individual rights, that bring about safer, stronger, and more prosperous states.
We advance American security by promoting respect for human rights, bolstering democratic institutions, empowering civil society, promoting and protecting freedom of expression, and upholding internationally recognized worker rights. Assistant Secretary Riley M.
Barnes Office of Free Markets and Fair Labor The Office of Free Markets and Fair Labor leads the Department of State’s efforts to champion American workers and free markets in U.S. foreign policy by ensuring a fair and level global playing field and expanding American workforce capacity. The Office of Natural Rights (DRL/ONR) is DRL’s global policy office.
Founded after the 2025 Department-wide reorganization, DRL/ONR engages on the most pressing threats to human rights to help create a safer, freer world on behalf of the American people. Natural rights are unalienable rights that are not bestowed by governments but belong to all individuals by virtue of their being human.
Inspired by the ideals expressed in our nation’s founding documents, DRL/ONR promotes policies to protect the unalienable human rights and dignity of all. We champion fundamental freedoms, uphold life and liberty, and work for a world free from repression and reprisal where technologies serve the common good. We engage globally in the context of our competition with China to defend these rights and freedoms.
Office of Reports and Sanctions The Office of Reports and Sanctions (REP) manages production of the State Department’s annual Country Reports on Human Rights Practices and certain other statutorily mandated reports with a human rights focus. REP also leads the bureau’s work on human rights and democracy-based visa restrictions and sanctions as well as issues related to asylum, extradition, and election observation.
Office of the Special Envoy to Monitor and Combat Antisemitism The Office of the Special Envoy to Monitor and Combat Antisemitism (SEAS), established by Congress, advances U.S. efforts to combat antisemitism globally.
Office to Monitor and Combat Trafficking in Persons The TIP Office leads the Department’s global efforts to combat human trafficking through the prosecution of traffickers, the protection of victims, and the prevention of human trafficking by: objectively analyzing government efforts and identifying global trends, engaging in and supporting strategic bilateral and multilateral diplomacy, targeting foreign assistance to build innovative and durable government action against human trafficking, advancing the coordination of federal anti-trafficking policies across agencies, and collaborating with civil society, the private sector, and the public to advance the fight against human trafficking.
Office of International Religious Freedom The Office of International Religious Freedom promotes universal respect for freedom of religion or belief for all as a core objective of U.S. foreign policy. We monitor religiously motivated abuses, harassment, and discrimination worldwide, and recommend, develop, and implement policies and programs to address these concerns.
