Mental Health/Substance Abuse Prevention And Treatment Block Grant Combined MHBG/SUPTRS BG Application/Behavioral Health Assessment and Plan Allows DHHS to provide a comprehensive array of mental health services at a local level, and allows for the prevention and treatment of substance use disorders through education, counseling, testing and reference to medical assistance (see 45CFR96-Subpart L). 31. Social Services Block Grant Flexible federal assistance for social services such as prevention of abuse, neglect, rehabilitation, self-reliance, etc. (See 42USC1297). Local discretionary funds are distributed from this grant to local entities, who can use them within given guidelines.
Comments for discretionary funds are open during the same time period as the Social Services Block Grant. Use of Funds: Comments open prior to start of the fiscal year (July 1). Pre-Expenditure Report: Comments open after July 1.

Utah State Adoption Assistance Program (for agencies facilitating adoptions of children from foster care) is sponsored by Utah Department of Human Services, Division of Child and Family Services (DCFS). This program provides financial and other supports to adoptive families to help meet the basic and unique needs of children with special needs who are adopted from foster care. This includes monthly subsidies and potential supplemental funding for extraordinary, infrequent, or uncommon documented needs not covered by other means. Agencies facilitating these adoptions would work with DCFS for the assistance provided to families.
Non-Recurring Adoption Expenses Reimbursement (Utah) is sponsored by Utah Department of Human Services, Division of Child and Family Services (DCFS). This reimbursement covers one-time reasonable and customary expenses directly related to the adoption of a child with special needs. These expenses are eligible for reimbursement through Federal IV-E funds for each child qualifying for adoption assistance.
