### Best Starts’ Capital Priority 3 RFP #### Closed - November 22, 2024, 2:00 PM (pre-proposal); February 5, 2025, 2:00 PM (final proposal) #### This funding supports ### About this funding opportunity Best Starts’ Capital Program provides contracts for building repairs, renovations and new construction or expansion to improve access to high quality programs and services for low-income children, young people, and families, with a priority for those serving Black, Indigenous, and People of Color (BIPOC) communities.

In addition, rural areas and or low-income areas with lack of access will be prioritized as well as geographic dispersion. The program will focus on equitable community-driven development to ensure projects are aligned with and serve communities’ needs. This RFP makes $4.

7M available for Priority 3 projects, as outlined in the Best Starts for Kids Implementation Plan: Priority 3: Expand child care and early learning facilities to increase capacity for multipurpose uses, and complement the Early Learning Facilities funding under the PSTAA Implementation Plan to increase capacity for multipurpose uses.

The capital grant funds awarded under Priority 3 are expected not to exceed $1 million for any single facility over the life of the levy.

### P-5 Community Designed Program Development Pilot Workshop Series – Participation Application #### Closed - January 24, 5:00 PM #### This funding supports ### About this funding opportunity This is a capacity building opportunity focused on supporting community in building and sustaining innovative community-designed programs that center racial, economic, and geographic equity and promote positive change for babies, children, families, and communities.

This pilot will not fund actual service delivery or guarantee future funding for service delivery. Best Starts for Kids (Best Starts) invites community-based organizations, coalitions, and community groups to apply. Up to 12 programs and/or organizations will be accepted to participate in the 9-week workshop series from April to May 2025.

In small group settings, participants will be supported to draft materials which can guide their program. They will learn about approaches such as communicating program activities and outcomes, designing staff training materials, preparing for evaluation, budgeting, and planning for fundraising activities.

Applicants may apply to this Participation Application at no cost, and may also additionally apply for a stipend (up to $5,000) to support full participation.

### Stopping the School to Prison Pipeline RFP #### Closed - February 13, 2:00 PM #### This funding supports ### About this funding opportunity [Editor's note 1/24/25: The application deadline for this funding opportunity has been extended to February 13, 2025 at 2:00 pm] The ‘school-to-prison pipeline’ references how our youth and young adults, primarily of color who systematically have a greater potential of being ushered into, have been, or are currently involved with the criminal legal system and other systems or harmful outcomes (i.e., Foster Care, homelessness, sex trafficking, death).

This is generally done by way of policies and practices throughout the youth and young adults’ experiences, starting with their education and onward.

While all Best Starts for Kids investments contribute to dismantling and replacing the school to prison pipeline, the Stopping the School to Prison Pipeline strategy area specifically seeks to intentionally and effectively partner with communities to help create school to life success pathways for 12- to 24-year-old young people and their families most likely to be pushed into the criminal legal system or who are already involved in the criminal legal system.

Some of this is accomplished by investing in community-based programming that builds relationships, provides guidance, and connects young people to pathways of success.

The goal of these investments is to create an environment (including systems, policies, and practices) that helps all our young people (and their families), especially Black and Indigenous youth, embrace their worth, live-up to their potential and pursue their aspirations with the full support of their communities.

The purpose of this Request for Proposals (RFP) is to fund one evaluation firm to conduct a collaborative, mixed-methods evaluation of the Best Starts for Kids Levy to understand the extent to which the levy has achieved the intended results. The selected evaluator will utilize equitable evaluation principles and have capacity with a range of qualitative and quantitative analysis methods.

</li></ul> ### Youth Healing Project Mini Grants #### This funding supports ### About this funding opportunity To effectively dismantle inequitable systems and replace them with systems that promote the health and happiness of our young people, we must support the leadership of young people. Young people, and particularly young people of color, face many barriers to power.

Yet they have some of the most critical and immediate insights into the challenges that young people are facing. The Youth Healing Project is a youth-led community funding effort, originally developed in 2020 in response to the survey “In Their Own Words: Young People Describe the Impacts of COVID-19.

” The project provides resources and support to small grassroots young leaders advancing solutions that improve the mental health, connection, and wellbeing of young people ages 14-24 in King County. Partners include King County Reconnect to Opportunity, Public Health-Seattle and King County’s Cannabis, Tobacco, and Prevention Program, Best Starts for Kids, citiesRISE, and the Community Center for Education Results.

One way we work to share power is through our Youth Healing Project awards that fund young people directly with small grants to launch their own projects. The Youth Healing Project focuses on funding projects that support the mental health of young people.
