Excelsior jobs program tax credit Excelsior jobs program tax credit You are entitled to this refundable credit if you or your business: is an approved participant in the Excelsior Jobs Program; and received a certificate of tax credit from Empire State Development (ESD). The credit is equal to the sum of five components: excelsior jobs tax credit (including Green CHIPS projects), excelsior investment tax credit, excelsior research and development tax credit, excelsior real property tax credit, and excelsior child care services tax credit.
